A pomegranate covered in flowers does not necessarily turn every flower into fruit.
Flowers are not all identical
Pomegranates produce flowers with different reproductive forms, and some naturally drop without becoming fruit. Pollinator activity and plant stress can also influence fruit set.
What to check
Look at bloom abundance, irrigation consistency, tree vigor and whether young fruit begins developing before dropping.
